Step 1: Meet the Minimum Eligibility Requirements

To apply for the California manicurist examination, you must be at least 17 years old and have completed the 10th grade in a public school or its equivalent (such as a GED). California does not require citizenship or state residency to obtain a license, though you will need a Social Security Number or Individual Taxpayer Identification Number (ITIN) to complete the application.

Step 2: Complete 400 Hours at a BBC-Approved School

You must complete 400 clock hours of technical instruction and practical training at a nail technology school approved by the California Board of Barbering and Cosmetology.

Required Curriculum

The curriculum for a nail care course must include, at minimum:

Health and Safety (100 hours): Hazardous substances, chemical safety, safety data sheets (SDS), protection from hazardous chemicals, preventing chemical injuries, health and safety laws and regulations, and preventing communicable diseases.

Disinfection and Sanitation (100 hours): Disinfection procedures to protect the health and safety of consumers and technicians, proper disinfection procedures for equipment used in establishments.

Manicure and Pedicure (150 hours): Water and oil manicures, hand and arm massage, complete pedicures, foot and ankle massage, nail analysis, nail repairs, and application of artificial nails including liquid, gel, powder brush-ons, nail tips, and nail wraps.

Nail Art and Additional Training (50 hours): Nail art, electric filing, and related techniques.

Most full-time programs take 3 to 5 months to complete. Part-time schedules may take 6 to 8 months. Tuition at California nail technology schools typically ranges from $2,000 to $6,000 depending on the school and location.

Note: Unlike cosmetology and barbering, California does not offer an apprenticeship pathway for manicurists. You must complete your training at a BBC-approved school.

Step 3: Apply for the Licensing Exam

Once you have completed your 400 hours, you can apply for the state board examination. Your school will provide a Proof of Training (POT) document confirming your completion.

You can apply online through BreEZe, the BBC’s online licensing system, or by mail using the Manicurist Application for Examination and Initial License.

The total fee is $110, which includes both the examination fee and initial license fee. This fee is non-refundable. Online applications are processed faster than mailed applications. Typical processing time is 8 to 12 weeks. Once your application is approved, you will receive information from PSI with instructions for scheduling your examination.

Step 4: Pass the State Board Examination

The California manicurist examination is a written-only test administered by PSI Services at testing centers throughout California and nationwide. California eliminated the practical (hands-on) examination as of January 1, 2022 under SB 803.

Effective July 1, 2022, the BBC began offering the national examination developed by PSI Services for all license types. The exam covers practice areas critical for providing nail services to the public in a safe and competent manner.

Scheduling Your Exam

After your application is approved, you can schedule your exam through PSI. You may schedule online at candidate.psiexams.com or by phone at 1-877-392-6422.

Exam locations include testing centers in Glendale, Fairfield, and other locations throughout California. You may reschedule the written examination without forfeiting your fee if your cancellation is received by PSI at least 2 days prior to the scheduled examination date.

If You Fail the Exam

There is no limit on how many times you can retake the examination. If you do not pass, submit a Re-Examination Application and the $110 fee to try again. Once approved, you can schedule another exam appointment through PSI.

Step 5: Receive Your License

After passing the written exam, your license will be issued. You can verify your license status through the DCA License Search or print your license through BreEZe.

You cannot work as a manicurist in California until you have passed the examination and been issued your license. Working without a license is a misdemeanor and can result in citations and fines.

California does not require continuing education credits to renew a manicurist license. You simply pay the renewal fee every two years.

You have up to 4 years to renew an expired license before needing to retake examinations. Late fees apply after 30 days past expiration. If the license has been expired for more than 5 years, you will need to reapply for a new license by completing an Application for Original License.

Transferring an Out-of-State Nail Technician License to California

If you hold a current nail technician/manicurist license from another state, you may be able to transfer your license to California.

Reciprocity Requirements

California offers reciprocity for out-of-state manicurist licenses if you meet the following requirements:

You must hold a current, active license in good standing from another U.S. state. Your license must have been active for three of the last five years. You must not have been subject to disciplinary action or criminal conviction during that time.

To apply, submit the Manicurist Out of State/Out of Country Application along with the Out of State Applicant School Training Form B. Form B must be completed by the school you attended out of state.

The BBC will review your application and Form B to determine if you have enough hours to qualify. If your original training was less than 400 hours, you may need to complete additional school hours at a BBC-approved California school or at a school in your current state. Each three months of practice is deemed equivalent to 100 hours of training.

Once approved, you will be issued a California manicurist license without taking the California exam.

Out-of-Country Applicants

If you completed training in another country but did not receive a license, the BBC will evaluate your eligibility. You may need to complete additional training hours and pass the California exam.

What Can You Do with a California Manicurist License?

Under California Business and Professions Code, a manicurist license authorizes you to perform:

Manicures: Water and oil manicures, hand massage, nail shaping, cuticle care, and polish application.

Pedicures: Complete pedicures, foot and ankle massage, callus smoothing, and polish application.

Artificial Nails: Application of acrylic nails, gel nails, silk wraps, fiberglass wraps, nail tips, and other nail enhancements.

Nail Art: Decorative nail designs and embellishments.

Electric Filing: Use of electric nail files/drills for nail preparation and shaping.

Important Limitation: A manicurist license limits your contact to the hand and foot area only. You cannot perform services on other parts of the body.

Services NOT Included (Out of Scope)

Manicurists cannot perform facials or skincare services (requires esthetician or cosmetology license), hair cutting or styling (requires cosmetology, barber, or hairstylist license), waxing or hair removal on areas other than hands and feet, any service that pierces or removes skin below the epidermis, or permanent makeup, microblading, or cosmetic tattooing.

Important: AB 5 and Employment Status for Manicurists

Beginning January 1, 2025, California’s AB 5 law affects how manicurists can work. The independent contractor exemption that previously applied to manicurists expired.

According to a joint statement from the Department of Industrial Relations and the BBC (October 7, 2024): “Beginning January 1, 2025, if you are a licensed manicurist, and you provide manicure services at a salon, you are an employee, and must receive all the rights and protections of that employment status including minimum wage, sick pay, meal and rest breaks, overtime pay, and workers compensation insurance coverage.”

Manicurists may still work independently if they hold their own establishment license (home-based or separate location) and meet all business requirements. This change affects only manicurists—other BBC licensees (cosmetologists, barbers, estheticians) retained their independent contractor exemption. Legislation (AB 504) has been introduced to restore equal treatment for manicurists, but as of early 2025, this has not been enacted.

California Manicurist Salary

According to the U.S. Bureau of Labor Statistics (May 2024), the national median hourly wage for manicurists and pedicurists was $14.93 per hour (approximately $31,050 annually). The lowest 10 percent earned less than $11.27 per hour, and the highest 10 percent earned more than $23.51 per hour. Employment is projected to grow 10 percent from 2024 to 2034, faster than the average for all occupations.

California has one of the highest employment levels for nail technicians in the nation. Major metropolitan areas like Los Angeles, San Francisco, and San Jose have significant demand for nail services.

Note that BLS data does not capture tips, which can significantly increase total compensation for manicurists. Industry surveys suggest tips can add 15-20% or more to base earnings.
