How to Get Your Barber License in Iowa

Iowa no longer issues a standalone barber license. Since July 1, 2023, the state merged its previously separate barber and cosmetology licenses into a single Barbering and Cosmetology Arts and Sciences license under House File 652. This combined license is governed by the Board of Barbering and Cosmetology Arts & Sciences, administered by the Department of Inspections, Appeals, & Licensing (DIAL).

If you want to perform barbering services in Iowa — including hair cutting, styling, and shaving — you need the combined Barbering and Cosmetology license. The license requires 1,550 training hours and a passing score on the NIC theory exam. To perform shaving services specifically, you also need a separate Shaving Certificate. The total cost including exams and licensing is approximately $143 to $168. Here is exactly how to do it.

Education and Training Requirements

Iowa requires completion of 1,550 hours of instruction at a board-approved or nationally accredited barbering and cosmetology school. Before the 2023 merger, Iowa required 2,100 hours for both barbers and cosmetologists separately. The combined license reduced this to 1,550 hours total.

Because Iowa now has a combined license, the curriculum covers both barbering and cosmetology subjects:

  • Hair cutting, clipper techniques, and styling
  • Shaving and facial hair grooming
  • Hair coloring and chemical services
  • Skin care and facial services
  • Nail care services
  • Sanitation, hygiene, and infection control
  • Iowa barbering and cosmetology laws and rules
  • Business management and professional ethics

Full-time students typically complete the program in 10 to 14 months.

Alternative Training Pathways

Registered Apprenticeship: Iowa accepts completion of a registered barbering apprenticeship through the United States Department of Labor. The Iowa Office of Apprenticeship must submit your certificate of completion directly to the Board.

Establishment Training Program (HF 711): Iowa recently authorized an establishment training program pathway. Individuals who complete 2,000 hours of supervised practice under an approved establishment training program may take the licensing examination.

If you are deciding between a barbering-focused career and a cosmetology career, note that Iowa’s combined license covers both scopes of practice. For other states where these are separate, see our barber vs cosmetology license comparison.

Exam Requirements

After completing your training, you must pass the NIC Cosmetology Theory (written) exam administered by Prov. Iowa requires a passing score of 75% or higher.

How to register:

  1. Visit provexam.com or call 801-733-4455 to create an account
  2. Pay the $83 exam fee
  3. Schedule your exam at an available testing location

The base license requires only a written theory exam. However, to perform shaving services, you need a separate Shaving Certificate (see below).

Shaving Certificate

All Iowa barbering and cosmetology licensees must hold a current Shaving Certificate to legally perform shaving or trimming services. This is particularly relevant for barbers, as shaving is a core barbering service. To obtain the certificate, you must either:

  • Pass the NIC Barber Practical exam (a hands-on shaving exam), or
  • Complete an approved 40-hour shaving program

The shaving certificate application fee is $25. Individuals who held an Iowa barber license before July 1, 2023 are exempt from this requirement and were automatically grandfathered in.

The shaving certificate does not require continuing education for renewal and remains attached to your license indefinitely.

Application Process and Fees

  1. Complete your training — Graduate from a board-approved school (1,550 hours), registered apprenticeship, or establishment training program
  2. Pass the NIC theory exam — Register through Prov and achieve a score of 75% or higher ($83)
  3. Obtain your shaving certificate — Pass the NIC Barber Practical exam or complete a 40-hour shaving program ($25)
  4. Submit your application online — Apply through the Iowa Professional Licensure Portal
  5. Pay the application fee — $60 (nonrefundable), payable online

License Renewal and Continuing Education

Iowa barbering and cosmetology licenses must be renewed every two years. The biennial renewal period runs from July 1 of each even-numbered year. Renewal notices are mailed approximately 60 days before expiration. The renewal fee is $60, payable online through the licensing portal.

Continuing education requirements:

  • 6 hours per renewal cycle for one active license
  • Minimum 4 hours must be specific to your license discipline
  • Minimum 2 hours must cover Iowa barbering and cosmetology laws, rules, and infection control
  • Iowa allows unlimited online CE hours

First renewal exemption: Licensees in their first renewal period after receiving an initial license are exempt from CE requirements.

CE documentation: Maintain certificates of completion for four years. Records must include the course title, dates, contact hours, sponsor, and your name. The Board conducts random audits following each renewal cycle.

Shaving certificate renewal: The shaving certificate does not require continuing education and does not need to be renewed separately.

Late renewal and reactivation: A $60 late fee applies during the 30-day grace period after your license expires. If your license lapses, the reactivation fee is $120 with 6 hours of CE (or 12 hours if inactive over 5 years).

Reciprocity and License Transfer

Iowa offers licensure by endorsement for applicants who hold an active barber or cosmetology license from another state. Since Iowa now uses a combined license, barbers from other states receive the Barbering and Cosmetology Arts and Sciences license when transferring.

To transfer your barber license to Iowa, you must:

  • Hold an active license in good standing from another jurisdiction
  • Have held the license for at least 12 months during the past 24 months
  • Submit a verification of licensure sent directly from your current state to the Iowa Board office
  • Disclose any public or pending complaints in any jurisdiction
  • Pay the $60 application fee
  • Pass the NIC cosmetology theory exam with a 75% score (if not previously passed)
  • Obtain a shaving certificate if you plan to offer shaving services

Military Provisions

Iowa provides accommodations for military-connected applicants under Iowa Code Chapter 272C:

  • Expedited processing: Applications from veterans and military spouses are given priority and processed on an expedited basis
  • CE exemptions: Spouses of active-duty military service members are deemed to have met CE requirements during their spouse’s active-duty service period
  • Temporary license: If a military spouse does not fully qualify for licensure due to scope-of-practice differences, Iowa will issue a temporary license
  • Reciprocal licensure: Veterans and military spouses with out-of-state licenses qualify for expedited reciprocal licensure, though they must still pass any required examinations

Recent Legislative Changes

House File 652 (effective July 1, 2023): This legislation merged the previously separate Iowa Board of Barbering and Iowa Board of Cosmetology Arts and Sciences into a single Board of Barbering and Cosmetology Arts & Sciences. The law eliminated separate barber and cosmetology licenses, creating a combined Barbering and Cosmetology Arts and Sciences license. Training hours were reduced from 2,100 to 1,550, and certain services were deregulated.

House File 711 (2025): This bill authorized an establishment training program as an alternative pathway to licensure, allowing individuals who complete 2,000 hours of supervised practice to take the licensing examination.

Frequently Asked Questions

Does Iowa have a separate barber license?

No. Since July 1, 2023, Iowa has a single combined Barbering and Cosmetology Arts and Sciences license. There is no longer a separate barber-only license. The combined license covers all hair, skin, nail, and barbering services. To perform shaving specifically, you need a separate Shaving Certificate ($25).

How many hours do I need for a barber license in Iowa?

The combined Barbering and Cosmetology license requires 1,550 hours of training at a board-approved school. This was reduced from 2,100 hours when the barber and cosmetology licenses were merged in 2023.

How much does it cost to get a barber license in Iowa?

The total licensing cost (excluding tuition) is approximately $168: $83 for the NIC theory exam (paid to Prov), $60 for the license application (paid to DIAL), and $25 for the shaving certificate. Without the shaving certificate, the cost is $143.

Do I need a practical exam to be a barber in Iowa?

The base license requires only the NIC Cosmetology Theory (written) exam with a 75% passing score. However, if you want the shaving certificate (required for shaving services), one option is to pass the NIC Barber Practical exam. Alternatively, you can complete a 40-hour shaving program instead of the practical exam.

Can I transfer my barber license from another state to Iowa?

Yes. Iowa offers licensure by endorsement. You must hold an active license for at least 12 months during the past 24 months, submit license verification, and pass the NIC theory exam if you have not already done so. You will receive the combined Barbering and Cosmetology Arts and Sciences license.

What happened to the old Iowa barber license?

House File 652, effective July 1, 2023, merged the Iowa Board of Barbering and the Iowa Board of Cosmetology into a single Board. Existing barber license holders were transitioned to the combined Barbering and Cosmetology Arts and Sciences license. Barbers who were already licensed before the merger were grandfathered in and did not need to obtain a separate shaving certificate.
